Wow! You are very confused!

OK, I'll try and explain some of this.

Fongo is the rebranded name of the service that was originally provided by FreePhoneLine.ca. FPL originally offered free calling using their PC app, or an ATA/SIP device, if you purchased SIP access for $50. This service was then rebranded as Fongo, and some services provided by Fongo differ from FPL. FPL customers are "grandfathered" in to their services, as far as I know.
Now comes along Dell Voice. DV is a branded service by Dell, that uses Fongo/FPL infrastructure. It, as far as I can tell, is almost completely handled by FPL and is hands off by Dell. If you ported your number to FPL/Fongo, you can't use it on the DV branded iOS app. You would need the FPL PC app to use your ported number. You can use a new number on your DV app, you'd just need to sign up for a DV account.

Hope that helps a bit.

To put it more succinctly, DellVoice is not FPL hence FPL numbers and accounts will not work with DellVoice. You need to get a free DellVoice number to use DellVoice. Usually, you should be able to call from DV to your FPL number and vice versa.

Although Dell Voice, Fongo, Freephoneline, Budphone, etc, etc are all run on the Fongo backbone, each one is it's own branding and run independantly. As such, credentials from one will not work on the other.

Also, you will see some variations in service features and calling areas in between each one.
