It's not going to be possible with a standard FPL setup.

The only way I managed to do it was to get my PBX to pick up the line, so the FPL side detects that the call has been answered, then get my PBX to do the ringing side of things, then I can choose how long it rings for and where it goes to after that.

If you don't want an answer machine, then the only other thing I can suggest is to get a DID with another provider for incoming calls and use FPL for outgoing calls. It's not ideal by any means, but free services have to have some restrictions.

FPL need to get the termination fee revenue from answering the call with the answer machine.
