No "Ringing" tone when dialing out.

Hi,
When Using Desktop DV application the following happens:

1) Dialing out to a regular number or mobile , I can hear the ringing tone.
2) Dialing out to another DV number (i.e computer) , I no longer hear the "ringing" tone when I'm dialing out, just 15 seconds of silence followed by either the ANSWERING machine of the DV application of the other party, or the other party picking up.

-Is anyone experiencing the same issue?

(Using Win XP, Java version 6 update 25 (note: the whole DV application was not working with latest java version 7) )
