Connection Delay and No Ringing When I Call

Whenever I call somebody or pick up, there is a 5 second delay before any sound goes through. Because of this, people hung up on me very often. Also, there is no ringing anytime I call somebody. I'm not sure if I called them or not. Is there a fix for these? I tried searching for them, but there isn't any.
