Account balance insufficient

I get the message regularly.
I am in Calgary
I am told my account balance is insufficient for calls to Edmonton Alberta , and to Kelowna BC.
This can happen when I am at home or anywhere else that has WIFI

What are the area codes and first 3 digits of the phone number you are calling when you hear that message?
Do you have any long distance credits on your account?

Hello
The Last time it happened I was calling a kelowna number

Area code 250 then 491

I have no long distance credits.
I should mention I haven't been able to finish a conversation on Fongo this week.

Either the call is dropped, or just very poor quality sound
