Text Message No able to receive and send. New issue

Hey

There is a new problem now there is problems with the text messages, when people send me text, it calls me. And the person who is sending a text says that in cannot send because its a landline when its in fact a cell number.. The text message is not working again. Whats wrong with this service I dont get it. Someone look into this, been having nothing but problems with this text.
