must add 1 before the dialed number

i just bought another FPL number, on my ATA i added the suggested dial plan, but when i dial any number without 1 at the begining it tells me " this call is not covered by your tariff plan" but when i call the same number but with adding 1 in the beginning, the call is OK. this means it is not a dial plan problem nor a number out of your areas.

with my old number it is working without adding 1
