other network dial 1 to make local calls to fongo
There is an issue when my neighborhood calling to my phone. My phone # starts with 514 446..... So far I found the area code of the phone # starts with 450 having the issue. They hear a message add 1 and redial the number. They scared they would be charged long distance. Most of them avoid make phone calls to us. Its a critical issue for me. If something happened to my kids at the school they can't contact me. Please solve this issue on high priority.

This is something that they will probably have to take up with their phone company. This isn't a Fongo problem really.
Your neighbour's phone company is saying that 514 446 numbers are long distance to them. If you can provide the next 3 numbers of their number (after 450) I can try and check to see if it should be long distance or not.
Personally I would ask them to call their phone company and tell them they are trying to call your number and it is telling them it is long distance. It could be the number has not been set up correctly in their rate tables.

When those ppl call other 514 xxx xxxx they never had issue. This must be with fongo.

To my thinking, because that message is being given to them by their phone company and the call is not getting anywhere near the Fongo network, I can't see how it can be Fongo. Not all 514 numbers will be 'local' to them, it depends on which exchange they are on. Brockville is not 'local' to me (through Telus) even though it is 613 and a lot closer to me than Ottawa is - which is considered local.
As mentioned before, if you can provide your neighbours first 6 numbers then I (or others) can try and tell you if it should be local to them or not. If you still feel this is Fongo's fault, then I can only suggest you PM Fongo_mike with a link to this thread, or call into a CSR and ask them to look into it.

All the numbers on this page http://www.localcallingguide.com/lprefi ... 0580&dir=2 should be considered 'local' to your number. If their first 6 numbers are on that list, then they need to contact their phone company and let them know they are being charged long distance for a local number.
If their number is not on that list, then it probably isn't going to be considered local.

As Steve has confirmed, your number is not considered 'local' to them and so it will be a long distance call.
I did however look up some things for you and I am guess you chose a Ile-Perrot number when setting up your account. Fibernetics (Fongo's parent company) does have numbers that will be local to those numbers, but it will mean you setting up a new account. This time select Montreal and you should be able to find a 438-738-xxxx number and as you can see on this page http://localcallingguide.com/lca_rcdist ... 8&nxx2=738 it will be considered a local call.
If you want to check what others numbers will be able to call you local (so you can check on your other friends/schools/etc) look on this page http://localcallingguide.com/lprefix.ph ... 1610&dir=2 and see if their numbers are in there.

Yes I see all the fongo # with area code (514) is no good. Its very strange. I have registered a new # starts with 438 738 .... I am requesting here I want to switch the purchased sip settings with the new number.

You will have to try and appeal to Fongo_Mike or Fongo_Steve's good nature and their dedication and desire to keep each and every customer as happy as can be.
