Cannot Install Freephoneline software

I seem to get by this error message to install the freephoneline software

"freephoneline requires an active Internet connection for installation. Please check your network configuration and proxy settings"

I've tried disabling my firewall, disabling other connections not being used, and hooking my computer up to my phone's 3G internet to get around my router. I've restarted in between trying different tactics.

None of this has succeeded in getting past this error message. I Please help!

EDIT: I am using Windows 7 64bit OS

Can anyone help me with this? If not I'm going to have to find someone else to provide this software/phone number
