why 30 seconds delay to connect?

I install FreePhoneLine on my new laptop with Win8. Every time I use FreePhoneLine to call my cell phone, I have to wait 30 seconds to get connected after I press "connect" button on my cell phone. Same problem happens when I use cell phone to call FreePhoneLine number,after I press "connect " button on FPL panel when getting incoming call, there is no connection. 30 seconds later, I get connection.

By using the same internet, FreePhoneLine on other laptops with Win7 or Win XP is working well.

Hope I explain it clearly. I really appreciate it, if anybody can give me some advice. Thank you.

This is what I have been shouting since last 3 weeks but no one seems have any clue at all. Please help people, I have delays for calling out too....
