As long as it's two-stage dialed or calling card, then yep.
For obvious reasons we can't place a landline-style of long distance on your line from another provider, nor can 10-11 or 10-10 providers be used because they are exclusive to Bell Canada (and a few other ILECs)

What happens when I make direct long distance calls without a plan? Will it go through? If so, what rate? Thanks.

I will prompt you with "this call is not covered by your tariff plan" then it will disconnect.
