Is that possible to port or transfer number from dellvoice to FPL? Fongo charges monthly basis but I prefer one time fee with FPL.

Yes it should be, it will cost you 25$ though.
Have you tried setting up a FPL account and then going to the Online Store tab and selecting the 'Transfer my Number' option?
