Manitoba Port Forwarding
I am intending to discard my current telecom plan in favour of finagling data-only phone usage. Ready to take the plunge of porting my current phone number, as highly touted by Fongo, I have come to a halt in the purchasing process. Is this service exclusively available to customers in Alberta, BC, Ontario and Quebec? (These are the only options in the drop-down menu). I have a 204 Manitoba area code.

That is partially true, especially if you want a local number or to port your own. Free calling is also very limited to numbers the Atlantic provinces and to the less populated towns and cities across Canada. Whether Fongo services are for you depends very much on where you live and you calling habits.

Any Canadian can subscribe to Fongo. The problem is that Fongo does not have a phone number for every community in Canada. So you currently would have to get a phone number from another city, in another province. You can make free calls to Winnipeg with Fongo though, you just cannot get a Winnipeg number. Halifax is currently in the same boat.
I would first work on getting a free Fongo account, and try it out. This is not a slight against Fongo, but VOIP over 3G is generally not a great experience. Fortunately, Fongo's free option is a great try before you buy, so you can have an idea what you are getting.

Thanks for your responses. I have already been using Fongo with a phone number from another province and it's good enough for my infrequent telephone needs. However, if the answer is that my current Manitoba phone number can not be ported and I must use a long distance number then I suppose I might as well just use Google Voice with an American number.
It's too bad. I was really hoping there was something like this available Canada-wide. Back to the waiting game.
