It seems that we are experiencing a long delay when placing outgoing calls. It can take up to 10 seconds to connect when we make an outgoing call. Once we dial the number the phone is silent then after about 6-10 seconds the call is placed, we get either a ring or busy tone and if the call connects there are no problems.
This has been happening since we signed up, not a huge deal, more annoying then anything else.

See what happens when you dial # after you dial your number. If using the # dials out quicker, you might have to modify the dial string on the ATA so it can dial out more quickly. That string varies depending on model of ATA.

Thanks for the idea. I gave dialing # after the number but it didn't improve the connection time. When I tried I timed the delay and it is 15 seconds.

Well I'v been tried the # keys again for a little while now and it seems that I was wrong and it does make the call connection happen much faster.
Do you know how I would have to change the dial string? I have the Cisco SPA112 ATA box

I think your ATA needs to be reconfigured as per FPL standards.
Please see below- almost identical in settings:

You should also try not to setup static IP on spa112 unless you are really confident with networking.
Please let me know if the issue has been resolved once you reconfigure.
