I have FONGO on my cellphone and would like to add to my new tablet. Do I need to register again?`

You can use it on one device at a time only, so you can install it on your tablet also but you should only login on either one at a time not both. If you do log in on both, then you will probably find they keep stealing registration from each other and you won't know which one will ring - if any.

Your best bet is to sign up for a new account and number, unless you are going to be pretty disciplined on only using it on one device at a time and log out when you switch.
