Are cell phones included in the free cities?

Or would I need to purchase the monthly canada wide plan in which both home and cell are included?

Many cell phone providers are on board with the area packages.
Best way to test if the phones you're worried about in particular work is to download the softphone and try it.

Remember calling a cell-phone is based on where the number is registered, not where the device physically is located.
