Can you use Speakout or similar dataplans with Fongo (if you root it, with the right setup etc), I have an unlocked Nexus 7...what's the best deal?

Speakout is a no go. It offers unlimited mobile browsing through a proxy, of which VOIP does not care for all that much. Speakout does not offer data.
I believe Telus still have a $35 a month for 5GB tablet plan. That is your best bet.
I have not been all that impressed with VOIP over 3G. The latency is high, and the jitter can be pretty awful at times. The free Fongo client already has issues with jitter as it is.

Best data plan is from President's choice mobile : 5$/month = 100mb, 20$/month = 500mb , under the predaid, by the minutes plan (call minutes you will never use with fongo )
you might consider installing the following apps to make sure you don't go over you data cap :
My Data Manager : convenient data monitoring tool with auomatic disconnect after a certain tresshold
AutoAP : will automatically trigger airplane mode (while still alowing WIFI) when under WIFI. This will considerably reduce battery usage because Cell network connection is the biggest battery drainer after your touch screen. Auto AP will automaticaly stop Airplane mode when you leave WIFI.
Auto WIFI Toggle : will automaticaly search for WIFI network with a pre-defined time (every 5-10-20... minutes) and will check for WIFI access every time you "wake up" you phone (that is when you light up the screen). It will aslo automatically disconnect WIFI when WIFI access is lost (this is when Auto AP will stop aiplane mode and you will access Cell Data network)
FONGO will merge perfectly with thes app and will automatically relog on internet when switching from WIFI to DATA and back. You will lose communication during the switch (while on a phone call at the same moment for exemple)

Agree with Snowboardphil1. PC mobile is definitely the way to go. I am on a 500 MB plan for $20/month with PC mobile. I have a Nexus 4 and with Wifi turned on at home I rarely get above 150 MB
