Primus offers a user configurable 911 setting on the user portal, which I think is very useful if you are likely to be more mobile with either softphone or ATA box i.e. Not just using the phone at your "Home" address. This should be sufficiently easy to implement and should cut out a certain number of accidental 911 calls.
You essentially select whether the address registered (although you might register many addresses, like a holiday home, for example) is always going to provide the phone service. In Talkbroadband 911 Service option parlance:
"I will only use My TalkBroadBand service from the address above* YES NO
The account holder gets to select which option is appropriate and can change it when they wish.
Obviously if you allow multiple addresses to be added, you can presumably only offer the 911 service where you have appropriate gateways, so this might take a little more work.

Upon any move to a new address, or change of use of your TalkBroadband™ service, it is important that you immediately advise Primus Canada by logging onto http://mytbb.primus.ca or by telephone at 1-800-806-3273 to ensure you maintain 9-1-1 service. If you fail to advise Primus Canada of any changes, 9-1-1 service will not operate properly and this will adversely affect your ability to access 9-1-1 service.
You should be aware that 9-1-1 service will NOT be available if: your Internet connection is down, your Talkbroadband™ service is not available, or there is a power failure. 9-1-1 service may not be available when calling from outside Canada.

Right now, any information that's updated on your "change details" page of your account, will be automatically pushed through and updated in the 911 database.
However, I like some of the ideas from the service you mention above, I'm going to make note of them and pass it along for consideration!
