I have two questions about ATA setting to help avoid telemarketers for PAP2T-NA. I already know about and use the selective call forwarding, but the telemarketers are creative and spoofing new numbers.
Question 1: Is it possible to set up the ATA so that only a specified list of number do NOT get forwarded? Kind of the opposite of selective call forwarding; that is, everyone gets forwarded to voicemail except the numbers listed.
Question 2: Is it possible to call forward all numbers to voicemail after a given hours? Kind of like Do-not-disturb that gets turned on and off automatically based on specified times.

Not with a standard ATA I don't think. If you had a PBX setup you could probably find a way of doing it.
