No calling to Winnipeg? No sound to Toronto?

When I call Vancouver it seems fine. When I call Winnipeg nothing happens. I'm in Winnipeg now. When I call Toronto the call starts (the timer starts) but there is no sound so I don't know if the call is going through with no sound or not going through at all.
