Incoming calls go to wrong person

I have had a number for some time and it was working but was somewhat unreliable.

I have wanting to use it more, possibly even as my primary phone.

\What would make the calls to my number go to somebody else?

I look in my settings and it says I am connected, I can make outgoing calls

I can call forward to my cell and calls come through fine to there, but disable calls forwarding and somebody else picks up.
