no working ATA HT 286

Hi,
I am freephoneline customer, When I moved my computer in different place , I disconnected ATA adapter Grandstream HandyTone 286 from internet and power. After I connected to same place, but adapter no working till now. Internet working , because my computer have internet. I connected and disconnected ATA many times, but result is same. I open ip adress 192.168.0....., put again password, that I got from freephoneline, but nothing changing. When I dial *** the answer is E103E.
Could somebody write me step by step what need to do me for solve this problem

Now everything works, everything resolved itself, suddenly the phone to work, may be needed time ustanivils that would be all, thank you for your participation and attention to my problem
