Softphone line: outgoing calls work, but incoming do not

Softphone line: outgoing calls work, but incoming do not

I signed up for a FPL account yesterday and just want a softphone line, so I did not purchase the unlock VoIP key option. My intent is to port my landline over and then forward the calls to my cell, so I do not need a VoIP phone. However, incoming calls to the number I was assigned do not work. When I try to call the number from other phones, the message I keep getting says, "This user you are trying to reach is unavailable. Please try again." Outgoing calls work fine.

I do not believe this is a router problem, as my husband and I have tried it on different computers and on different networks. Anyone have any ideas? I have already started the process to port our landline over and am now quite worried.
