No dial tone or sound – laptop / softphone only user

Hi, I just started to use FPL with laptop (Widows 7) / softphone only, with a 3g internet stick. (No physical phone or router.)

First, I called a landline number where I can access the VM. I could not hear a dial tone or VM greetings. However, I was able to leave a message (during that time I see "on call" message on the softphone). I was able to retrieve the VM message later, though the first 5 seconds or so are missing.

I went to the softphone – test connection. Test result shows:

Results: Call service is OK.

Data transfer: Unable to send/receive sound data! Port 13000 should be available.

Possible reasons. None.

I changed my Kaspersky Internet Security software - firewall as follows: softphone app – network rules – changed permission setting to “allow” for all 3 networks (trust, local, and public networks). Not sure if this is safe.

I think during this process I messed up the settings under firewall – packet rules – local services (UDP). Originally “action = block”, but now changed to “action = by application rules”. Also I changed the direction from (? I believe either inbound or outbound) to “inbound/outbound”. I also added 13000 in the local port #s field.

Since then, I also made the following changes to my Kaspersky:

Under packet rules - “local service (UDP)” and “any incoming UDP stream” entries - I added 13000, 5060, and 6060 for both entries.

Under application control, I upgraded the softphone to “trusted” category.

I tried turning off firewall completely, which didn’t help.

Today I temporarily turned off Kaspersky completely. Still no dial tone, but I was able to hear sound for about 10 seconds (I didn’t wait longer.) That was the only time I could successfully hear the other party. When I tuned on the application, and turn off again, dead silence came back.

Throughout the process I tested connection using the softphone feature, but the error message was always the same.

I added the following 2 lines to my hosts file, but didn’t help:

208.xx.xxx.165 voip.freephoneline.ca
208.xx.xxx.165 voip2.freephoneline.ca

By now I spent many hours searching the FPL Knowledge Base and this forum, but couldn’t find a solution.

My questions:

1. Is the first line above (IP address), supposed to be 208.xx.xxx.44?
Do I need to change the Hosts file at all?

2. Do I need to change my firewall settings?

Any other suggestions would be appreciated.
