I got a modem it's Scientific Atlanta DPC2203C,
It has RJ11 and RJ45 Ethernet port.
Can I use it as VOip modem for freephone line?

From what I see, it is SIP compatible; Yes. I do not know the specifics of your device but I can tell you that it looks A-OK in my books for use with our service!

Short answer is you cannot. The sip settings are not easily user accessible, and not worth the effort considering you can get a PAP2 on ebay for $31
