I just bought a $5 voucher when whenever I try to call any Brazilian land line (i.e.: 55813...) I got the following voice message: "...not covered by your tariff plan".

I just figured out that I would have to dial 011 before country code. Maybe FPL should make it more clear!

That's a requirement for all phone systems, everywhere in the world. Country codes is the only way a phone system can know where to direct your call.
