I just spoke with customer service on the phone, and they told me that I have to buy SIP configuration by phone,
not online.
But there is an option to buy it online on FPL site?
Was the agent just trying to earn a commission?

Our agents do not earn any sort of commission so it would seem to be an unforunate miscommunication; to clarify, you are able to purchase over the phone or online.
