Keeping regular 911

Many people have asked about E911 and 911 services and showed worry about E911.

Even if you're on a dry loop you still have access to regular 911. Just connect a phone in an empty jack and voila!

It's the same for a cellular phone. Although it's deactivated you can still call 911 with it.

Those are rules from the CRTC.
If the clown doesn't laugh it's really not funny.

This has been debated on several forums with no documentation provided to support it in Canada.

Personally I would be very interested if you have a link to this ruling

I can't say much about the "ruling" but I have been able to call 911 on a deactivated cell phone in the past, and had a dialtone on an inactive (dry loop) line.

Cell phone yes. But Deactivated Line or Dry loop I have not found it yet in any CRTC ruling, perhaps the FCC has ruled on this for the US, but up here personally I would not rely on it.

As ruled by the CRTC some time ago, all active & inactive phones must be able call emergency services, including GSM phones without SIM cards.

I cannot say the same for dryloops, as they're explicitly provisioned without a dial tone.

So far I've not found this online, lots about Voip 911, Cellular, E911 but nothing yet on land lines if you have a link to it that would be great.

Interestingly some dryloop users report a dial tone even though they have never had phone service, and my deactivate land line line is dead

Often times the dial tone heard on a dry loop is nothing more than a dummy dial tone - Bell will put that there to make it easier for the line to be located for installation. I can't comment on whether or not that line actually connects to a phone switch at the other end for 911 calls or not.

I've had a dial tone on my previous dry loop line:
- Could NOT call public numbers (obviously) - automated message would read back to call them or something (don't remember)
- Could call certain *Star or ANAC/ringback numbers iirc
- Did not try 911... (didn't want to waste their time/etc)
