Is this a service FPL has automatically signed us up for? Something they think we'll enjoy and being annoyed by? Please tell me there's a button someone at FPL can press to disable me from receiving faxes.

Yes, If you want to send and receive faxes you need to choose voice codec ULAW or G711 any other codec will not allow you to send or receive faxes

To the above, yes, spammers just use auto-dialers, one digit at a time...it hits all phone users equally.
