It doesn't work when making calls to Non-FPL numbers

I have two FPL numbers. The old phone works perfectly since day one. The new one I received in June is partially working.
It works with the phone calls among the freephoneline numbers. But it doesn't work when I call any other non-freephoneline numbers. When I call out, I can't hear the ring back tone when the call is actually connected. When I pick up an incoming call, I can't hear anything.
I have tried troubleshooting. All the settings are correct because of both numbers are using the same setting and on the same type of ATA (grandstream). I took the new number's ATA to a friend's house and connected it to his network. The same problem occurred.
However, when we switch e the username and password to my old number on the same device with the same setting , it worked.
It looks like that the problem was caused by the unlock key of my new number.
Any insights are greatly appreciated.
