Why do some 613 numbers work and some don't

I tried calling my friend who is in Kanata with a 613 number and it says the area is not covered .. but it should be. Then I called my sister with the same 613 number and it works. Please advise.

Is your sister in the exact same city as your friend, or just the same area code region?
