Why do some 613 numbers work and some don't

I tried calling my friend who is in Kanata with a 613 number and it says the area is not covered .. but it should be. Then I called my sister with the same 613 number and it works. Please advise.

Is your sister in the exact same city as your friend, or just the same area code region?

I just tried a cell phone in Kingston 613 and it was out of the rate plan.

Our free long distance includes: Toronto, Vancouver, Montreal, Calgary, Edmonton, Winnipeg, London, Hamilton, Kitchener - Waterloo, Ottawa, Quebec City, Halifax, Oshawa, St. Catharines, Cooksville, Exeter, Brampton.
Some municipalities bordering those cities may work and others may not, but we only guarantee your free long distance to those listed cities.

the phone number that doesn't work is in Stittsville which you do cover.

We cover the city of Ottawa but can't make any guarantees for cities nearby to Ottawa

That sounds like a pretty definite guarantee to me. Can this be changed to avoid confusion and maintain accuracy?
Also, at first glance, it seems that some cities you mentioned are not mentioned on the FAQ.
Where can we find the up-to-date in-sync list of cities we can call for free?
