Since I moved to TekSavvy from Bell/Rogers I have this funny behavior. I check my phones and I get dial tone. So seems working fine.
But when wife calls she get busy. But She calls other line and call is connected. Both Lines are on same PAP2-NA ATA. This never happened on Rogers or Bell connection.
But I never had two line on one ATA either. The only thing is registration time is reduced like 5 or 6 minutes.
Should I have two line on two separate ATA? Increase reg time?

new DSL modem? It is likely acting like a router, which of course is giving you NAT issues. If you can disable the router in the DSL modem, and let the router do the PPPoE login, you will have one less NAT issue.
Another tak is to reduce the registration time to 2 minutes, because a lot of retarded routers will only hold an IP for 2 minutes.

Its Cable. For DSL I have to pay Dry line charges $10 per month.
Its the same router used it behind Bell or Rogers modem before. Now with TS its same modem (Rogers).
I will try with time reduction.
